Assessment of ICRC’s Evaluation Function
MSF governance model of the UNITAID Grant “Ensuring access to the HCV treatment - revolution for HCV/HIV co-infected patients in LMICs”
This report is an independent assessment of current evaluation practice and a future evaluation function at the International Committee of the Red Cross (ICRC). It serves to inform the design of an evaluation function that responds to the ICRC context and the ambitions set forth in the Strategy 2019-2022. It was carried out through a mixed-methods, participatory approach, institutional analysis framework and forward-looking gaps analysis.
The objective of this lessons learnt exercise was to assess the advantages and disadvantages of the UNITAID grant governance and management model for project achievements in terms of medical (and related) outcomes, strategic decisions, the potential for collaboration between multiple MSF entities and to leverage the learnings for replication in future projects.
This report is a strategic review of the Vienna Evaluation Unit (VEU) from 2005 to 2017. The review was carried out by Glenn O’Neil and Sharon McClenaghan of TRAASS International and was commissioned by the General Directors (GD) of Médecins Sans Frontières (MSF) Operational Centre Geneva (OCG) and MSF Vienna.”
